The credit card provider should certainly repay you for the balance that
you did not authorise - and (certainly in the UK) would be obliged to
repay any amount charged to your card for which goods have not been
supplied.
I believe credit card rules are pretty international - and this is the
way it works over here in England. Your erstwhile supplier (PUNCH) is
not legally allowed to debit your card until the goods are despatched.
PUNCH clearly employed bad practice in the debiting of your card - even
the first time.
As a credit card merchant myself - I would definitely get my hand
slapped if I debited cards before supplying CDs. The bank would be
obliged to repay the credit card owner and they would then try to recoup
their loss by debiting my account.
