my sense of the can-con regulations (which is of the "man on the street" 
variety, i.e, not terribly well informed), is that it's mandated as a % of 
airtime, rather than a set time like 1 hour.

also, i'd guess that commercial radio is easily & profitably able to fill 
their can-con quota with avril lavigne, celine, gord's gold, serial joe or 
any number of branch plant economies.
