A belated response to your wrong border dilemma as I return from Prairie Music
Week/FolkMeet in Winnipeg (had a great time!)… you can try to call the
originally designated border at Port Huron and have the papers faxed to the
other border (you might not want to mention that you were in Michigan recently,
however); they are not obligated to do so, but will often agree if you
sweet-talk them. This worked for us with a similar permit-delay-wrong-border
problem (band was supposed to cross at the Yukon-Alaska border and had to
finally cross at the Dorval airport in Montréal). The hardest part was getting
a live person at the Dorval border to confirm where Alaska should fax to, but
we succeeded by calling US Customs who had a different phone number from the
published one. We also called later to confirm that they'd received the fax. If
the border where you want to cross gets a fax of the papers, they'll look up
the case number on their computer, ho-hum a bit but probably let you across.
You should also carry a photocopy of the accepted application from whomever
filed the papers with the INS (like the AFM Toronto or other local) with you to
further show that you're legit.
